The Tsukuba Building Test Laboratory (TBTL) as the testing and research organisation of the Center for Better Living (CBL) was established in 1981 in Tsukuba Science City. TBTL, a non-profit third party testing organisation offi cially approved by the Minister of Land, Infrastructure and Transport involves various performance tests for certifi cation systems, performance evaluation of building materials, components, elements, and investigation and research project.
