独立行政法人土木研究所と独立行政法人北海道開発土木研究所は、土木技術（建設技術及び北海道開発局の所掌事務）に関する調査、試験、研究及び開発並びに指導及び成果の普及等を行うことにより、土木技術の向上を図ることを目的として平成18年４月に統合し、新たな｢独立行政法人土木研究所｣としてスタートしました。
研究所では、土木技術に係る我が国の中核的な研究拠点として、質の高い研究を行い、その普及を図ることによる社会への還元等を通じて良質な社会資本の整備及び北海道開発の推進に貢献し、国土交通政策及び北海道開発行政に関する農水産業振興に係るその任務を的確に遂行していきます。

The Incorporated Administrative Agency Public Works Research Institute (PWRI) began anew in April 2006, when the Civil Engineering Research Institute of Hokkaido was integrated into PWRI.
Together, the new PWRI aims at improving civil engineering technology by conducting studies on civil engineering techniques (construction technology and all the matters that concern Hokkaido regional development), experiments, research and development as well as guidance and dissemination of the research achievements.
PWRI conducts high-quality studies as a core institution of civil engineering research in Japan, contributes to society by improving infrastructure and promoting development of the Hokkaido area through the utilization of the research results, and accomplishes our duties appropriately in the field of land, infrastructure and transport policy as well as the promotion of the farm and marine products industry in the Hokkaido region.
